Bob practices in the firm’s Energy & Environmental Group, representing and counseling clients on matters involving electric, natural gas and pipeline utilities.  Bob is also an experienced appellate litigator, who has represented clients in state and federal appellate courts in utility and non-utility cases.

Prior to rejoining McNees in 2020, Bob spent 17 years with the Pennsylvania Public Utility Commission, as the Deputy Chief Counsel in Law Bureau providing legal, policy and regulatory advice to the Commission in all electric, natural gas, Marcellus Shale and pipeline matters, analysis of proposed state and federal legislation, rulemakings, appellate litigation, Federal Energy Regulatory Commission proceedings; PJM interstate transmission organization matters; and the supervision of all Law Bureau attorneys assigned to federal and state energy matters.

Bob was previously a Deputy Attorney General in the Pennsylvania Office of Attorney General’s Antitrust Section where he investigated and enforced antitrust laws in state and national transactions and conducted joint investigations with other states, the Department of Justice and the Federal Trade Commission.

EXPERIENCE/REPRESENTATIVE CASES

PPL Electric Utilities Corp. v. City of Lancaster and Pennsylvania Public Utility Commission, 214 A.3d 639 (Pa. 2019) (counsel for PaPUC)

Lead attorney in the drafting and implementation of Pennsylvania’s Gas and Hazardous Liquids Pipeline Act (Act 127 of 2011) and other legislative actions involving the regulation of public utilities

Lead attorney in Alternative/Renewable Energy – Commission implementation of Alternative Energy Portfolio Standards Act from 2004 to 2020, drafting of implementation orders and regulations such as net metering and interconnection, EDC and EGS compliance, facility qualification, etc.
