Tom practices primarily in the Litigation, Privacy & Data Security, and Education Law Practice Groups at McNees.

Tom represents clients in state and federal courts in diverse cases including contract and business disputes, corporate governance and shareholder litigation, and injunction matters.  Tom also advocates for public schools during administrative special education hearings.

In his privacy practice, Tom counsels clients on compliance with the EU General Data Protection Regulation; the self-certification process under the EU-U.S. and Swiss-U.S. Privacy Shield Frameworks; and compliance with U.S. privacy laws, including the Telephone Consumer Protection Act, California Consumer Privacy Act, and state data breach notification laws.  Tom is a member of the Pennsylvania Bar Association’s Cybersecurity & Data Privacy Committee and has earned the Certified Information Privacy Professional/Europe (CIPP/E) designation from the International Association of Privacy Professionals.

Prior to joining McNees, Tom attended the Boston University School of Law and served as a legal intern for Judge Joseph L. Tauro of the U.S. District Court for the District of Massachusetts, the Cambridge Public Schools Office of Legal Counsel, and the U.S. Attorney’s Office for the Middle District of Pennsylvania.  Before law school, Tom taught high school English in Philadelphia and worked in corporate sales at the Hershey Company.

A York County native, Tom remains active in the local community as Co-Chair of the York County Bar Association’s Mock Trial Committee and a past volunteer coach for the York Ice Hockey Club.  Tom and his wife reside in York with their baby boy and canine companion.
