Bob’s practice focuses primarily on matters involving the state and federal regulation of electricity supply and delivery, natural gas supply and delivery, and petroleum products pipelines. Bob has appeared before state regulatory commissions in Pennsylvania, Connecticut, Georgia, Kentucky, Maryland, New Jersey, New York, North Dakota, Oklahoma, West Virginia, Virginia, and Ohio; before the Federal Energy Regulatory Commission; and before various state and federal appellate courts. On electricity and natural gas matters, Bob generally represents the interests of high-volume consumers and consumer representatives and owners of cogeneration and other on-site generation facilities, before federal and state administrative agencies and appellate courts. He counsels clients regarding the competitive procurement and supply of utility services, including utility-scale renewable energy projects. Bob counsels clients in FERC Office of Enforcement investigations. He also counsels clients regarding the regulation of oil and natural gas pipelines, including in state and federal regulatory proceedings. Bob is a former President of the Energy Bar Association, which has 2,000 energy attorney members in North America. Bob served for more than a dozen years as Chair of the Firm’s Energy & Environmental Group, and now serves as Vice Chair of the Firm’s Executive Committee.
