Pam is an energy lawyer who practices in the Energy & Environmental Group. She has extensive experience in implementing electric supply competition in Pennsylvania and other states.  Pam advises clients regarding commercial, legal, regulatory and legislative opportunities and risks in the electric and natural gas industries.  She assists clients in analyzing and negotiating wholesale and retail natural gas and electricity contracts, as well as addressing other utility service requirements.  Pam also represents and advises cable telephony providers, local exchange carriers and interexchange carriers, before various state and federal administrative agencies and courts.


Regularly advise large electric and natural gas consumers, small utilities and others regarding Pennsylvania public utility law and regulatory compliance strategies

Assisted a variety clients with retail and wholesale electric and natural gas procurements for arrangements with annual spending of $100,000 to $10 million

Assisted clients with analysis and pursuit of potential utility acquisitions in Pennsylvania and New York

Successfully argued in Pennsylvania appellate courts for the adherence to cost of service principles as the polestar for ratemaking in Pennsylvania after electric industry restructuring (Lloyd v. Pennsylvania Public Utility Com’n, 904 A.2d 1010 (2006)

Advocated for the appropriate regulatory treatment for digital voice services by the Pennsylvania Public Utility Commission, as well as advising digital voice suppliers regarding state compliance issues
