David W. Kratzer, Jr., is a member of the McNees Strategic Solutions Group (MSSG) and managing consultant of Keystone Municipal Solutions.
David is an accomplished local government professional with a demonstrated history of working cooperatively with elected and appointed officials throughout the Commonwealth of Pennsylvania. He has experience in virtually all functional areas of local government including, but not limited to, public finance, land use and planning, labor and employment, community engagement/branding, and strategic planning.

As Managing Consultant of Keystone Municipal Solutions, David collaboratively leverages his public sector experience, knowledge, network, skills, and abilities for the benefit of his clients. He brings a scalable, entrepreneurial, progressive, and sustainable approach to the provision of government services.
Prior to joining McNees, David served as the Township Manager of Susquehanna Township in Dauphin County, where he led the operations of a municipal staff of approximately 75 full-time employees and had responsibility for the management of an approxminately $30 million annual budget.
In addition to his service in Susquehanna Township, David previously served as the Township Manager and Assistant Township Manager in two municipalities in Lancaster County. He was a credentialed City Manager through the International City/County Management Association (ICMA), served as a Central Region Vice President on the Executive Committee of the Association for Pennsylvania Municipal Management (APMM), and served as a long-time Trustee for one of the most successful intergovernmental workers’ compensation insurance trusts operating within the Commonwealth.
How does David spend his free time?
A native of Mount Holly, New Jersey, David is a graduate of Saint Joseph’s University in Philadelphia and earned a master’s degree in public administration from the Pennsylvania State University. He currently resides in Mechanicsburg, Pa., with his family. In his free time, David enjoys traveling, spending time with his family, dining out, and sports.
