Aspassia V. “Asya” Staevska is a member of the McNees Energy & Environmental Law Group and former Pennsylvania Public Utility Commission senior assistant counsel. Asya advises clients on federal and state electricity matters with a focus on wholesale electricity markets and transmission issues and is experienced in state and federal public utility regulatory proceedings and regional transmission organization processes.
Asya is a frequent speaker for the Energy Bar Association and Pennsylvania Bar Institute with thought leadership in electric transmission utility issues. She also presents before national regulatory agencies in the U.S. and Europe on utility matters.

During her 12 years with the Pennsylvania Public Utility Commission, Asya
Most recently, Asya served as the principal attorney on federal energy and transmission matters at the PUC and represented the Commission in federal appellate courts on preemption challenges related to wholesale energy markets, transmission planning, and siting issues. Asya successfully defended in federal and state appellate courts a PUC order enforcing public utilities’ restructuring agreements that prevented the allocation of over $250 million of electricity costs to Pennsylvania ratepayers.
Asya has served for many years on the Staff Committee of the Organization of PJM States, Inc., Independent State Agencies Committee, and previously at the Eastern Interconnection States’ Planning Council. During that time, she advised the PUC on matters related to PJM Interconnection, LLC, and presented PUC positions in PJM stakeholder meetings. At the PUC, Asya worked closely with PUC Commissioners and OPSI Board members and served as an advisor to two former PUC Commissioners.
Before joining the PUC, Asya worked in the Office of Chief Counsel at the Pennsylvania Department of Environmental Protection and in private practice.
How does Asya spend her free time?
Asya is the first and current president of the Bulgarian Cultural Center of Central Pennsylvania, a nonprofit §501(c)(3) corporation. She volunteers to teach Bulgarian at the Center’s school and often looks for opportunities to practice her conversational Croatian, Serbian, and Russian. She loves Welsh Springer Spaniels and enjoys spending time with her family and travelling. Asya grows most of her family’s vegetables and will be good to know in an emergency.
