Susan is an energy regulatory attorney with a broad-based regulatory and transactional energy practice, primarily focused on representing commercial, institutional, industrial, and municipal customers in electric and natural gas matters. Susan regularly advises clients on energy and natural gas supply options, including assisting with Requests for Proposals, negotiating retail and wholesale energy contracts as well as demand response contracts, creating energy services affiliates, and developing on-site generation, including combined heat and power (CHP) energy projects.
Susan’s practice also involves advising clients on matters involving renewable energy, including resource portfolio standard policy. She has worked with clients on renewable energy credit contracts as well as power purchase agreements for renewable energy supply. As part of her practice, Susan counsels electric and natural gas suppliers, Qualifying Facility owners, as well as telecommunications providers on regulatory compliance.
Susan has extensive experience before state regulatory agencies, legislatures, and appellate courts as well as the Federal Energy Regulatory Commission. She also regularly participates in the PJM stakeholder process on behalf of clients.
Susan currently serves as Chair of the firm’s Hiring Committee.
Represent industrial customer in navigating the federal and state energy-related regulatory processes, including regional transmission organization protocols, to build and operate a CHP project;
Assist industrial customer in executing renewable energy policy strategy;
Assist municipal utility in securing full-requirements electric supply;
Assist municipal utility in developing interconnection agreements for renewable energy projects;
Assist businesses in securing competitive electric supply and demand response options;
Advise a commercial landlord on electricity resale requirements;
Represent renewable generation owner in securing a reactive revenue requirement;
Assist a private college in negotiating a power purchase agreement with the developer of a solar array being installed at the campus;
Advise and advocate for coalition of industrial customers on regional transmission organization market rule development;
Represent coalition of industrial customers in distribution rate proceeding; and,
Advise businesses pursuing a self-supply energy purchasing strategy.
