Heather represents educational institutions in matters related to compliance with state and federal education policies to avoid disputes and litigation. She practices primarily in special education and student discipline.
She advises superintendents, directors, and other school administrators on best practices for students requiring special education and for student discipline. She is well-versed in the Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act, and Individual Education Plan (IEP) meetings, and she offers clients the best policies and procedures to avoid noncompliance.
Prior to joining the firm, Heather practiced education law with several Philadelphia and Southeastern Pennsylvania-based firms, where she represented schools, worked with families, and advised on special education matters. Additionally, she served as assistant general counsel for the School District of Philadelphia and as an assistant city solicitor in the Child Welfare Unit of the City of Philadelphia Law Department.
