Bonnie is an experienced labor and employment attorney with more than 26 years of practice in education law and serves as a solicitor and special counsel to public school districts across Pennsylvania.
She advises superintendents, school boards, and administrators on governance, policy development, and regulatory compliance, including Title IX, the Americans with Disabilities Act (ADA), and the Family and Medical Leave Act (FMLA), as well as student and employee discipline, labor relations, and collective bargaining. She represents districts in federal and state court, in labor arbitration, and before administrative agencies, including the Equal Employment Opportunity Commission (EEOC), the Pennsylvania Human Relations Commission (PHRC), and the Pennsylvania Labor Relations Board (PLRB).
Bonnie also serves as a trusted Title IX advisor and trainer, working with district leadership to investigate complaints, ensure procedural compliance, and develop policies that protect students and staff. She has guided districts through complex Title IX matters and trained school personnel on responding to complaints in accordance with current federal regulations. She regularly presents to administrators and HR professionals on workplace inquiries, employment law, and Title IX compliance.
Bonnie has extensive experience handling employment discrimination claims, labor grievances, and civil rights litigation. Her prior experience as assistant general counsel for a national healthcare company gives her a client-side perspective on managing risk and achieving efficient outcomes. Whether advising on day-to-day issues or navigating high-stakes disputes, she is focused on helping districts protect their interests and stay focused on their educational mission.
