Anne E. Zerbe is co-chair of the McNees Public Finance & Government Services Group. The team provides comprehensive, responsive advice regarding the complex legal issues and challenges faced by state agencies, political subdivisions, school districts, municipalities and authorities. Anne also practices in the Labor and Employment and Equine Law Groups.

Government Services

Partnering with state and local governments and other public agencies, Anne identifies practical, cost-effective solutions to difficult legal issues. She works with counties and other local government entities to achieve broadband expansion projects, including contract negotiation and funding sources, such as those created by the American Rescue Plan Act (ARPA).

Anne serves as the solicitor for the County Commissioners Association of Pennsylvania, working with county commissioners and executive leadership to address matters affecting all 67 counties across the commonwealth. She was part of the team that successfully secured the dismissal of class action litigation involving a majority of counties across the commonwealth.

Labor and Employment

Anne has successfully defended business clients in county, state and federal courts for more than 20 years. She serves as special counsel for investigations and is a trusted resource to handle sensitive and confidential matters including executive terminations. Her practice also includes:

• Prevention of employment liability and other risk management efforts
• Defense against employment claims
• Employment compliance matters concerning the multitude of employment law and regulations governing employers
• Counseling of employers, practice groups and healthcare providers on legal matters unique to the healthcare industry

Equine Law

As an avid, long-time equestrian and equine owner, Anne works with industry clients including associations, organizations, owners and businesses to develop purchase agreements, contracts and releases related to the sale, ownership, boarding, management of equine facilities, preservation and other matters. Her practice also includes the representation of hunt clubs and equine organizations concerning disputes involving ownership of equines, hounds and other property.

Community Involvement

Anne has been a featured speaker regarding various employment law topics for organizations including the Pennsylvania Chamber of Business and Industry, Pennsylvania State Counsel of SHRM, Pennsylvania Bar Institute, Employee Relations Council, York Society of Human Resources Managers, Physicians’ Office Management Association of York, York Society of Human Resources and Quest Behavioral Health EAP. She is also a former certified Senior Professional in Human Resources (SPHR).

Active in her community, Anne is a member of the York College of Pennsylvania’s Board of Trustees and has served in executive roles for years on the Board of Directors for the York County Bar Association, Ronald McDonald House Charities^® of Central Pennsylvania and the Children’s Home of York. Since 2021, Anne serves as co-chair of the Justice, Equity and Inclusion Committee of the York County Bar Association to advance justice, equity and inclusion in the York legal community and justice system. She also volunteers as a member of the Endowment Committee for Advent Lutheran Church.

Anne lives in York with her family. She spends her free time cheering on her kids in their high school and collegiate games and riding her horses, Big Blue and Megan.
