2026 School Solicitors Symposium
Education attorney Timothy Gilsbach presented “Now You Are the Hearing Officer – Do’s and Don’ts” at the 2026 School Solicitors Symposium on July 17, hosted by the Pennsylvania School Board Solicitors Association (PSBSA).
His presentation focused on the conflicts and practical challenges of serving as a hearing officer, covering hearings involving student discipline, employment matters, residency disputes, charter schools, and FERPA. It also addressed the critical importance of early role determination, proper hearing preparation and conduct, and the issuance of defensible decisions.
Timothy has more than two decades of experience representing school districts, charter schools, and intermediate units in education law matters. His practice focuses on special education issues, advising school entities on compliance, policy development, and dispute resolution.
