Overview
Matthew advises clients on utility cost management, regulatory compliance, and energy-related transactions, and represents them in regulatory proceedings, government policy matters, and energy project development.
His work includes utility contracts, power purchase agreements, rate cases, and litigation before federal and state agencies, including the Federal Energy Regulatory Commission (FERC) and the Pennsylvania Public Utility Commission (PUC). Matthew also advises nonprofit organizations on compliance, governance, and organizational strategy.
Matthew previously worked at McNees for five years before serving as vice president and corporate counsel at a public interest law firm, where he provided legal guidance on contracts, compliance, tax law, and general business matters. There, he led successful initiatives in financial management, human resources, and cybersecurity during a period of rapid growth. Matthew’s business and operations experience allows him to add valuable perspective when advising and representing on energy and nonprofit matters.
Before law school, Matthew served on the City Council in Altoona, Pennsylvania, working on economic development initiatives and appointing governing boards for key municipal services. In his free time, Matthew serves as a firefighter, soccer coach, and nonprofit board member.
- Energy litigation: Litigated various energy-related matters before the FERC and the Pennsylvania PUC for business, municipal, and utility clients, including rate cases, customer complaints, and regulatory proceedings.
- Pipeline expansion project: Negotiated contract for a major multi-party pipeline expansion near State College, Pennsylvania, resulting in natural gas service to an industrial client and neighboring rural community.
- Energy contracts: Design, draft, and review intermunicipal agreements, power purchase agreements, service contracts, and other agreements.
- Regulatory navigation: Advised factories, universities, energy developers, and other clients on navigating important regulatory issues, including renewable energy credits, net metering, water/wastewater billing, and other issues.
- Energy cost savings: Identified significant cost savings for clients through operational improvements and utility billing corrections.
- Regional transmission organization advocacy: Represent alliances of factories, universities, and other large load customers before the FERC on matters related to PJM markets, capacity, and transmission policy.
- Nonprofit operations and compliance advice: Advised nonprofit organizations on governance and compliance matters and developed internal compliance processes and specialized compliance training documentation for communications and fundraising professionals.
