Overview

Tim is an experienced commercial litigation attorney serving construction and public sector clients across Pennsylvania and Ohio. He advises contractors, subcontractors, owners, and material suppliers on construction disputes, risk management, and government contracting matters.

He regularly advises construction industry clients on the front-end legal aspects of their contracts and engagements, providing strategic counsel on construction delivery systems, ensuring optimal risk allocation, and structuring projects. By focusing on mitigating future litigation exposure, Tim helps clients establish strong foundational contracts that protect their financial and operational interests before work even begins.

When disputes arise, Tim litigates for all types of construction entities. His experience encompasses the full spectrum of construction controversies, including claims for nonpayment, deficient work or design, differing site conditions, delay, disruption, and inefficiency. He frequently litigates mechanic’s lien and bond claims.

In addition to construction industry matters, Tim’s litigation practice extends to complex commercial controversies. He represents clients in general commercial and corporate disputes, including trade secret misappropriation, product liability, and breaches of sales or service contracts. He has extensive experience managing the entire lifecycle of a case, effectively advocating for clients from inception to conclusion in state and federal courts, as well as in mediation and arbitration.

With a niche focus on government procurement, Tim also defends contractors’ interests in bid protests against Pennsylvania and federal agencies. He proactively evaluates bid documents for compliance and guides clients through the complexities of state and local procurement statutes. Tim frequently resolves complex disputes for contractors, service providers, and material suppliers, and is prepared to take legal action to protect the client’s interests when necessary.

Tim serves as a fellow for the Construction Lawyers Society of America and is a member of the Master Builders Association of Western Pennsylvania and NAIOP’s Pittsburgh Chapter. He previously served on the Construction Law Section Council of the Allegheny County Bar Association.
