Jo-Anne grew up in Jamaica before migrating to the United States to pursue her bachelors’ degree in Political Science at Saint Vincent College.  Since that time, she has obtained her Juris Doctor from the Widener University Commonwealth Law School, where she served as Editor in Chief of the Widener Commonwealth Law Review’s 27th volume, participated in the Transactional Law Meets competition, and served as the Winter Law Clerk for Mcnees Wallace and Nurick for two terms.  After graduating from law school, she clerked for the Honorable Judge P. Kevin Brobson of the Commonwealth Court of Pennsylvania, where she drafted scores of judicial opinions in the area of administrative law.
