Stephen Cerutti is an experienced litigator and white collar defense attorney who brings federal prosecutorial and investigative experience amassed over two decades with the U.S. Department of Justice. He works with clients facing sensitive inquiries and complex litigation, offering guidance rooted in how agencies build and evaluate cases.

Stephen represents public officials, executives, and businesses in high-stakes corruption, fraud, and regulatory matters involving federal and state agencies. His work spans early fact-finding, strategic engagement with investigators, and trial and appellate advocacy.

Before joining McNees, Stephen spent more than 25 years with the Department of Justice in Washington, D.C., and Harrisburg. He most recently served as an attorney advisor to the General Counsel for the DOJ’s Office of the Inspector General, overseeing high-profile investigations and developing policies, programs, and institutional resources to strengthen accountability. Prior to that, Stephen spent over a decade as chief of criminal appeals for the U.S. Attorney’s Office in Harrisburg, managing the district’s criminal law practice before the U.S. Court of Appeals for the Third Circuit.
