McNees Attorneys to Present Webinar on Recent Developments in Stormwater Management for PSAB

HARRISBURG – McNees Wallace & Nurick attorneys Kathy Pape, Timothy Horstmann, and Ade Bakare will be presenting a webinar on Aug. 31 at noon to the Pennsylvania State Association of Boroughs (PSAB) on recent developments in stormwater management.
The webinar will focus on recent legal changes in Pennsylvania and pending legislation, the imposition of “reasonable and uniform” fees to cover management expenses, and potential funding streams available to municipalities to finance stormwater projects.
Attendees will learn of the history of stormwater regulation in Pennsylvania, the recent changes to the permitting process, and what to expect as they navigate the new requirements. Attendees will also learn about the recent changes to the Municipality Authorities Act, which authorizes the creation of stormwater authorities, and the benefits to forming or repurposing an existing municipal authority as a stormwater authority to comply with the new permitting system.
Pape practices in the Public Finance, Financial Services, Public Sector and Government Relations practice groups at McNees. She provides counsel to state and municipal governments, as well as businesses, in public finance, government funding, utility regulation, and partnership structures among state and local governments and business.
Prior to joining McNees, Pape was the Senior Vice President of Regulatory Policy and Business Development for American Water. She was the president of the company’s Pennsylvania subsidiary, Derry Township-based Pennsylvania American Water Co., since 2007.
Pape has spoken extensively on American Water’s involvement in shale gas development to protect the environment while enhancing the local economy. She designed the strategy in cooperation with shale gas drillers and municipal officials to extend water into rural areas using a combination of public and private funding. She also speaks nationally on issues involving leadership, utility finance, infrastructure and operations. She has testified before state and federal legislative committees on utility finance, tax and infrastructure issues.
Horstmann is a member of the Firm’s Public Finance Group and also practices in the Corporate & Tax, Municipal Recovery, Public-Private Partnerships, Food & Beverage, and Craft Breweries and Distilleries practice groups.
Horstmann also serves as counsel to the Firm’s political action committee, and advises businesses and political organizations on matters of lobbying disclosure and campaign finance reporting.
Bakare is a member of McNees’ Energy and Environmental Group, where his practice focuses on issues involving electric, natural gas, communication, and water utility services. He represents large industrial and commercial consumers of these services before state and federal administrative agencies. Bakare also counsels several municipalities on energy matters.
