Tim Horstmann will be presenting Public-Private Partnership in Middletown, PA for the 2015 Annual PMAA Conference on August 25, 2015 in Lancaster, PA.
This presentation will focus on a recently closed transaction in the Borough of Middletown, Dauphin County involving the lease of the Borough municipal authority’s water and wastewater systems. The presenters will provide an overview of the bidding and review process that occurred prior to the decision to lease the system, discuss how the lease was structured, and address the common reasons municipalities and municipal authorities engage in such transactions, the financial benefits that may be obtained, and the challenges faced.
