Ellen represents public and private entities in real estate, construction, public finance, and procurement matters. She advises clients on complex real estate transactions, construction projects, and tax-exempt financing, with a particular focus on public sector and education clients.
Her practice includes commercial real estate acquisitions, sales, and leasing, wireless infrastructure transactions, and land acquisition through eminent domain. Ellen represents clients in complex transactions and negotiations, and advises institutional lenders, borrowers, and guarantors on secured and unsecured lending matters. She also counsels public entities on tax-exempt financing, public bidding requirements, and procurement of goods and services, including advising public school districts and other educational institutions on financing and facilities-related projects. In addition, Ellen assists clients with construction contract negotiations, project administration, bid protests, and contractor claims.
Before joining the firm, Ellen served as public finance co-chair at a Philadelphia-area law firm, where she handled tax-exempt financing transactions, complex real estate matters, and procurement issues for public and private clients, including serving as bond counsel to public school districts in connection with new-money financing and refunding transactions. This experience informs her work advising public entities, lenders, and developers on real estate, construction, and public finance matters. In law school, she was a member of the Villanova Law Review.
Ellen is active in the Montgomery County Bar Association, the Pennsylvania Association of Bond Lawyers, and the National Association of Bond Lawyers. She frequently speaks on real estate and public finance topics, including serving as a faculty member for continuing legal education programs with the Pennsylvania Bar Institute, where she has presented on residential real estate documents and contributed to course materials.
