McNees’ James Patrick Dougherty Named to Penn State Harrisburg Board of Advisers

HARRISBURG, PA (June 10, 2016) – McNees Member James Patrick Dougherty was recently named to the Penn State Harrisburg Board of Advisers. 

Jim has spent over 37 years in the fixed utility industry.  Jim now practices in the Energy and Environmental Law Practice Group of McNees Wallace & Nurick LLC, representing industrial users before state and federal regulatory commissions and agencies with respect to utility matters, including natural gas, electric, water, wastewater, and communications.  Jim devotes a significant part of his practice to representing industrial interests before state legislatures on energy matters.

While the majority of Jim’s practice is before the Pennsylvania Public Utility Commission and the appellate courts of Pennsylvania, he is also active throughout the Marcellus and Utica Shale Plays and has made many presentations regarding the various aspects of interstate shale gas development.  He has participated in biofuel and alternative fuel development throughout the U.S. and Canada.

Jim is also involved in the valuation and monetization of municipal and municipal authority assets, including water and wastewater facilities.  In 2013, he was counsel to Lehigh County Authority which entered into a 50 year Concession Agreement for the City of Allentown’s water and sewer facilities; in 2014, he was counsel to Middletown Borough Authority, which entered into a 50 year Concession Agreement with United Water/Suez for the Borough’s water and wastewater facilities.

Jim received his M.B.A. from George Washington University; his M.P.A. from the Pennsylvania State University; his J.D. from the University of Baltimore School of Law and his undergraduate degree from The Pennsylvania State University. 

He is admitted to practice in the Commonwealth of Pennsylvania, the District of Columbia, and the states of New York and Ohio; before the United States Supreme Court, and the United States District Court for the Eastern and Middle Districts of Pennsylvania.  Jim is a member of the Pennsylvania and District of Columbia Bar Associations.
