David Unkovic made a presentation entitled “The Experiences of a Municipal Receiver” to the Black Caucus of the Government Finance Officers Association (GFOA) at the national conference of GFOA in Philadelphia. He reviewed his experiences with municipal distress as the state receiver for the City of Harrisburg.
