In a varied career since graduating from law school, Frank has served as an assistant attorney general assigned to the PUCO and legal director for the Ohio Consumers’ Counsel, and was a tenured associate professor at the College of Business at Ohio State University. He has also served as an assistant county prosecutor and magistrate. He assisted in the litigation of several major rate cases, worked on transitional legislation affecting utility companies and their customers, and has published several articles regarding utility and commercial legal issues.
Frank has participated on behalf of a group of Ohio industrial customer in recent rate cases and other regulatory matters involving all of the Ohio regulated electric distribution companies. Additionally, as an attorney of utilities law, he assists clients from his Columbus, OH office in individual matters with Ohio’s regulated utilities.
