Rebekah practices in the McNees Energy & Environmental Practice Group. She has nearly a decade of professional experience working in the utility industry in Ohio. During her time at the Public Utilities Commission of Ohio as legal aide to Commissioner Asim Haque, Rebekah worked on a broad range of issues, including EPA carbon emissions standards, renewable energy and energy efficiency portfolio standards, and gas/electric coordination concerns.

For the last several years Rebekah has worked in private practice as an energy and utility attorney, representing major Ohio utility companies, independent retail energy suppliers, trade associations, renewable generating facilities, and more, in numerous proceedings before the PUCO. Rebekah has participated in rate case proceedings brought by electric, natural gas, and water utilities; electric security plans; infrastructure development and other rider applications; grid modernization approvals; and the PUCO’s recent PowerForward initiative, on behalf of stakeholders across the utility industry.

During law school at Georgetown University, Rebekah authored “Weighing Market Driven-Competition Against Government Regulation in Online Entertainment Media,” published in the Georgetown Journal of Law and Public Policy, where she held the role of Executive Editor. Rebekah was also a member of the Federal Legislation and Administrative Clinic, where she helped develop a proposal on non-traditional family leave policies for the Focus on Workplace Flexibility Initiative led by the Alfred P. Sloan Foundation.

Rebekah also has extensive experience in the non-profit community. She has worked with and represented community arts organizations, food pantries, military support organizations, legal defense foundations, in addition to volunteering with a number of charitable and philanthropic groups, both at home and abroad.
