HARRISBURG, PA (June 16, 2016) – McNees attorneys Randy L. Varner and Paul R. Morcom co-authored the Pennsylvania Bar Institute’s “15th Edition of Assessment Law and Procedure in Pennsylvania,” a seminal treatise on Pennsylvania real estate assessment law.

This book contains a concise, thorough introduction and review of assessment law, a step-by-step explanation of every significant aspect of assessment procedure, and the practical guidance to understand and apply both of them. The 15th edition is current through January 14, 2016.  For decades, the treatise has been the “go-to guide” on Pennsylvania assessment law for lawyers, accountants, property owners, county officials and judges.”

Randy is a Member with the law firm of McNees Wallace & Nurick LLC, where he chairs the firm’s State and Local Tax practice.  He represents commercial and industrial entities in all areas of state and local taxation, focusing on state corporate net income, capital stock/foreign franchise, sales and use, and gross receipts taxes, as well as local property taxes, including real estate assessment. He has extensive experience before the Pennsylvania Board of Appeals, Pennsylvania Board of Finance and Revenue, county boards of assessment appeals, and state and federal courts. He has lectured and written on tax-related topics for many organizations, including the Pennsylvania Bar Institute, the Maryland Association of Certified Public Accountants, the Maryland Bar Association, the Ohio Manufacturers Education Council, the Institute for Professionals in Taxation, and State Tax Notes.

Randy is a member of the Pennsylvania and Dauphin County Bar Associations, the Institute for Professionals in Taxation and the Pennsylvania Bar Association Tax Law Section. He earned his undergraduate degree from The Pennsylvania State University and his law degree from The Dickinson School of Law of The Pennsylvania State University.

Paul is Of Counsel with the law firm of McNees Wallace & Nurick LLC in Harrisburg, Pennsylvania. He represents commercial and industrial entities in all areas of state and local taxation, focusing on local property taxes and real estate assessment appeals, as well as state corporate net income, capital stock/foreign franchise, sales and use, PURTA, and gross receipts taxes. He has worked at the Board of Finance and Revenue and has interned at the Office of Attorney General Tax Litigation Section. He has extensive experience before the Pennsylvania Board of Appeals, Pennsylvania Board of Finance and Revenue, county boards of assessment appeals, county courts of common pleas and the Commonwealth Court of Pennsylvania.

Paul is a member of the Pennsylvania Bar Association and the Institute for Professionals in Taxation. He is also the secretary for the Pennsylvania Bar Association Tax Law Section. He earned his undergraduate degree from King’s College and his law degree from Widener University School of Law.
